THE COMPETITION FOR THE 2013-2014 HUBERT H. HUMPHREY FELLOWSHIP FOR CITIZENS OF SERBIA

THE COMPETITION IS OPEN FROM JUNE 1 TO AUGUST 15, 2012

The Public Affairs Office of the U.S. Embassy in Belgrade is pleased to announce that we are now accepting applications from citizens from Serbia for Hubert H. Humphrey Fellowships for the 2013-2014 academic year.

The Hubert H. Humphrey Fellowship Program is a U.S. Department of State Fulbright program that brings accomplished mid-level professionals to the U.S. for 10-months of combined academic (NON-DEGREE) and professional work. The program provides a basis for lasting ties between citizens of the United States and their professional counterparts in other countries.

The Humphrey Fellowship is granted competitively to public and private sector candidates with strong leadership potential and a commitment to public service in the following fields:

  • Agricultural and Rural Development
  • Communications/Journalism
  • Economic Development/Finance and Banking
  • Educational Administration, Planning and Policy
  • Higher Education Administration
  • HIV/AIDS Policy and Prevention
  • Human Resource Management
  • Law and Human Rights
  • Natural Resources Management/Environmental Policy/Climate Change
  • Public Health Policy and Management
  • Public Policy Analysis and Public Administration
  • Substance Abuse Education, Treatment and Prevention*
  • Teaching of English as a Foreign Language (Teacher Training or Curriculum Development)
  • Technology Policy and Management
  • Trafficking in Persons, Policy and Prevention
  • Urban and Regional Planning

 

*SPECIAL REQUIREMENTS FOR SUBSTANCE ABUSE EDUCATION, TREATMENT AND PREVENTION: Humphrey Fellowships in this field are co-financed by the National Institute on Drug Abuse (NIDA). Candidates must have either a research background in the field or demonstrated ability to learn the results and policy implications of current research.

BASIC REQUIREMENTS: Serbian citizenship, permanent employment in Serbia, university degree, and English proficiency (with a minimum TOEFL test score of 525 paper-based, or 71 internet-based).

In addition to the pre-academic language training traditionally available, the Humphrey Program is now offering a Long-Term English (LTE) language training opportunity to facilitate participation of candidates who are lacking the necessary language skills. LTE participants will be brought to the U.S for an intensive language training to improve their language skills prior to transitioning to their academic-year Humphrey campuses. Candidates for LTE typically have TOEFL scores 42-61 (internet-based test).

RECRUITMENT: Candidates should be mid-career professionals in leadership positions who have the required experience, skills and commitment to public service as well as potential for advancement in their professions.

Applicants must have a minimum of five years of professional experience and should be interested in the policy aspects of their fields of specialization.

NOT ELIGIBLE:

– Recent university graduates, university teachers or academic researchers with no management responsibilities (except in the fields of the Teaching of English as a Foreign Language and Substance Abuse Education, Treatment and Prevention);

– Individuals who have attended a graduate school in the U.S. for more than one academic year during the past six years, and individuals with other recent U.S. experience (more than six months during the past four years);

– Local employees of the U.S. Mission in Serbia who work for the U.S. Department of State, and members of their families, as well as individuals with dual U.S. citizenship or U.S. permanent resident status.

DEPENDENTS:  The Humphrey Fellowship stipend is budgeted only for the grantee. The award does not include additional allowances for dependents. Candidates who are planning to have dependents join them in the U.S. should bear in mind the high cost of living and must show proof of adequate personal funds to cover living expenses and dependents’ health insurance.

SELECTION: Following a technical review, qualified candidates will be invited for an interview in September. Candidates who pass the interview will be registered for the TOEFL exam. The final selection and placement will be made in March of 2013, in Washington.

Towards Better Understanding – 4th year in a row

In early September we had an opportunity to present the TBU 4 project and the 10th ELTA Annual Conference at the Regional Centres of Kruševac, Leskovac and Smederevo. The idea was to get the teachers interested in the acrredited programs at the beginning of a new academic year when the plans for professional development are being made. These presentations resulted in a busy schedule during the months that followed.

The first in a series of TBU 4 seminars was held in The Regional Center of Kruševac on 19th November 2011. The modern venue was a gathering place for about 25 English teachers from Kruševac and nearby towns. TBU seminars are designed and run by Serbian teachers who understand what kind of challenges their fellow colleagues face in their teaching practice. This seminar was another opportunity to tackle the problems of assessing in large classes, limited choice of teaching materials, making a professional development plan and taking different roles as a teacher, which were all addressed in four 90-minute workshops. At the beginning of the seminar, we had another opportunity to invite the teachers to attend ELTA 2012 Conference, share the memories from the past ones and remind them how important it is to be an ELTA member.
